  Linux, Ubuntu, 18.04, X36CI, NB13, Press Dock's button once, can't
  wake SUT from suspend(FR:3/3Units)

Bug description:
  
  Description:
  Connect BME dock to SUT, press the dock button to put the SUT into the suspend mode.
  Wait for 30-seconds and press Dock's button once, can't wake SUT from suspend, need press it again to wake SUT.

  Expected Behavior:
  No problems waking up the SUT from Suspend mode by pressing the "Dock Button".

  3. OS: CI Ubuntu 18.04
  4. DELL BME DOCK-114(REV-A05 FW:1.0.0)

  Note:
  1. VP on other TBT SKU
  2. VNP on wake form shutdown 
  3. VNP on Salomon TBT3 & single-C dock(REV-X00  FW:0.0.12)
  4. VP on IE dock(REV-A05 Dock-113 FW:0.1.16)

  Test case:
  CSV-TC-4645[WIS-TC-4202] Linux_NB_BME-Wired-Dock-The "Dock Button Behavior" Test step:19
   
  Steps to Reproduce: 
  1. Connect BME Dock to SUT, set press the dock button to put the SUT into the Suspend mode;
  2. Then press the dock button to put the SUT into the Suspend mode;
  3. Wait about 30-seconds, press the "Dock Button" again to wake it up.
  4. Find can't wake from suspend ,need press it again to wake SUT.-->problem
