Description

I have setup sr-iov through neutron and can't create new vms


Steps to reproduce
==================

openstack --debug server create --flavor m1.large   --image
centos7.5-image   --nic port-id=ba5fed9d-addf-4617-b9de-280bba52f1a0
--key-name mykey   --availability-zone nova:zeus-59.localdomain   vm-
sriov-neutron-1


Expected result
===============

to have a vm running with sr-iov vf attached to it


Actual result
=============

server creation fails


Environment
===========

I deployed openstack using kolla-ansible, could notfind kvm or nova version.
I am using Openstack Rocky
LVM storage
Neutron with OpenVSwitch and SR-IOV
KVM as hypervisor
