Hi guys,

I'm on Installation Guide Keystone for Ubuntu on STEIN. The doc:
https://docs.openstack.org/install-guide/openstack-services.html

- [x] This doc is inaccurate in this way: there is no (more) entry
"openstack role create user", this lacks later on to an error in
Horizon, which expected, e. g. on creating new projects, the default
role "user" - which isn't exsiting at this time. This results in the
problem, that you can't create new projects under Horizon.

The Horizon packaged file /etc/openstack-dashboard/local_settings.py comes with an entry 
OPENSTACK_KEYSTONE_DEFAULT_ROLE = "_member_", which has to be modified to 
OPENSTACK_KEYSTONE_DEFAULT_ROLE = "user" (see doc: https://docs.openstack.org/horizon/stein/install/install-ubuntu.html). Later on, there would'nt be a role like "user" created, as I wrote before. In the prior docs (e. g. for PIKE), this entry for that command is still there.

I think, the entry has to be added to the current doc.
