[Bug 1830886] [NEW] Taiwanese locale not working
Public bug reported:
Language selector allows switching to zh-tw, but zh-cn is displayed
instead.
Django 1.11 finally removed support of legacy chinese locale naming. So,
any zh-* locale silently falls back to zh-Hans, which is equivalent of
zh-cn.
