Title:
  non-admin user can't create volume group

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When a user does not have admin role, they can not create volume group in cinder via Horizon,
  with error saying "Unable to create volume group.", while they can do it via CLI.
