[Bug 1868933] [NEW] [fwaas] Updating a fwg policy rule without a port will cause the status to change from inactive to active

Public bug reported:

1. create rule, policy and firewall group

2. add ports to firewall group, status becomes ACTIVE

3. remove ports from firewall group, status becomes INACTIVE

4. insert or remove rules in policy, status becomes ACTIVE

Modifying the rules should not change the status of firewall group
without ports.
