[Bug 1904544] [NEW] [neutron-tempest-plugin] "_log_ns_network_status" should not fail if the namespace does not exist

Public bug reported:

In case of error during a test case (for example, when checking the VM
connectivity), the test case logs information about the host network
status, calling "_log_local_network_status". This method lists all
existing namespaces and prints the IPs, the routes and the ARP table.

If the namespace is deleted in the middle of this process, the method
will raise an exception. This should be captured and the exception
discharged.
