Title:
  [stable/ussuri] neutron-tempest-slow-py3 fails with "ERROR: This
  script does not work on Python 2.7"

Status in neutron:
  Fix Released

Bug description:
  This started a few days ago, all ussuri backports fail 100% on this
  job, sample backport and relevant log at [0][1]

  It seems this job still uses python2? install_pip fails with:
  2021-06-21 07:51:08.542161 | controller | ERROR: This script does not work on Python 2.7 The minimum supported Python version is 3.6. Please use https://bootstrap.pypa.io/pip/2.7/get-pip.py instead.

  This job inherits from tempest-slow-py3 but it seems we are the only
  consumers in stable/ussuri [2]

  It may be fixable with USE_PYTHON3, as per ussuri devstack doc it
  looks like it was not default yet at that time [3], but it feels
  strange to have to set it with parent job having -py3 in title?
