Title:
stack.sh fail with ovs_source: No such file or directory

Status in neutron:
  Fix Released

Bug description:
following patch [1] being merged. CI started to fail because of [2].
This seems to happen because the directory that the scripts are being
run from are different from the DIST (opt/stack) directory, and the
neutron plugin assumes that the devstack directory is in the DIST
  directory.

What i would expect it to do is for not fail in case the stack.sh was in another
  file other than DIST.

note: for full stack.sh logs see [3].
