  TypeError: string indices must be integers

  The expectation is that glance would implement the notifications
  drivers identically to Nova. In the long run, we should move all of
  the notifications code into common so that this doesn't happen again.
  However, the deeper I dug, the harder the problem became. As such, the
  short-term fix is to ensure glance sends notifications properly and
  make sure the unit tests are pedantic about the format.
