[Bug 1950915] [NEW] cloud-init stuck 'running'

 

Public bug reported:

TL;DR:  cloud-init never finishes creating the
'/var/lib/cloud/instance/boot-finished' file or changing the status from
'running' when running 'cloud-init status'.

1.) Cloud Provider: Rackspace Open Source Public Cloud
2.) No user-data/cloud-config provided.
3.) Operating Systems: Fedora 34 and 35 confirmed issue. (Attached logs for Fedora 34.)  
Using Fedora 34, the cloud-init status was still 'running' after 1 hour after initial boot.

This is a new image being built, and not an existing one on the cloud
provider's infrastructure.  There are no other errors in the logs, that
I could find.  Networking came up as expected, along with the primary
user password being set properly.
