[Bug 1950915] Re: cloud-init stuck 'running'

Glad that worked for you. Since you got the information you need, so I'm
closing this. If you think there's still an issue that hasn't been
addressed, feel free to change the status back to 'New' and describe
what else is needed.

** Changed in: cloud-init

Title:
  cloud-init stuck 'running'

Status in cloud-init:
  Invalid

Bug description:
TL;DR: cloud-init never finishes creating the
'/var/lib/cloud/instance/boot-finished' file or changing the status
from 'running' when running 'cloud-init status'.

1.) Cloud Provider: Rackspace Open Source Public Cloud
  2.) No user-data/cloud-config provided.
3.) Operating Systems: Fedora 34 and 35 confirmed issue. (Attached logs for Fedora 34.)
Using Fedora 34, the cloud-init status was still 'running' after 1 hour after initial boot.

This is a new image being built, and not an existing one on the cloud
provider's infrastructure. There are no other errors in the logs,
that I could find. Networking came up as expected, along with the
primary user password being set properly.
