when stop or restart the baremetal instance which launched from a FCSAN volume, the boot-volume becomes detaching status, and since then stays the detaching status.
Finally, the boot-volume cannot be detached completely, and the volume status cannot be changed.
Steps to reproduce
==================
* use the glance image to creat a bootable volume which volume type is FCSAN.
* boot a baremetal instance from the bootable volume.
* poweroff the baremetal instance.
* the boot-volume becomes detaching, and remains the status can not be changed.
