The statement is intended to claim that it is in widespread use and is
widely supported, which is true. "Industry standard" is vague and open
to interpretation (as you've demonstrated). In this case, and commonly
in English usage, "industry standard" does not imply the existence of a
standards body.

  Can the documentation please be updated to no longer claim that this
  is "the industry standard" tool for cloud instance initialization?

  I realize the project is ambitious and empathize with that, but, it's
  misleading and I've had to correct folks who rely on the documentation
  and don't always see the merit of marketing.

  To be clear, there is no standards body that specifies cloud-init as
  "the industry standard" for anything as of the time of this bug
  filing, making the statement inaccurate.

  If it's just a wording thing, it's certainly used in the AWS space,
  but it's not as heavily used (by consumers of CSPs anyway) in the
  Azure and GCP space.  The 4 or so major CSPs seem to be mentioning it
  in their documentation, but this is not a reflection of how end users
  are doing things.

  I also cite the process I had to follow just to file this bug after
  being made aware of this in the github repository as evidence of
  "standard practices" having nothing to do with this.
