[Bug 1970944] [NEW] Refactor neutron-keepalived-state-change

 

Public bug reported:

The goal of this bug is to track the efforts in the refactor of neutron-
keepalived-state-change. The rationale behind this proposal is to reduce
the memory footprint of the script. Currently is around 100MB per
instance (that means in an environment with 100 HA routers, the memory
used only by the scripts handling the router state will be 10GB per
node).

The other goal is to improve the script stability. The CI tests related
to the HA router state change are not stable.

This LP bug proposes to implement the script using bash, instead of
Python.
