  extensions

Bug description:
  two api dvr routers tests fail where they should be skipped (because
  extension is not enabled), namely:

  https://github.com/openstack/neutron-tempest-
  plugin/blob/master/neutron_tempest_plugin/api/admin/test_routers_dvr.py#L77-L78

  and

  https://github.com/openstack/neutron-tempest-
  plugin/blob/master/neutron_tempest_plugin/api/test_routers.py#L244-L245

  should probably look more like

  https://github.com/openstack/tempest/blob/cd36841ca25b39b9c8ad1b83e0abd0a191d538a0/tempest/api/network/admin/test_routers_dvr.py#L89-L92
