    Remove authenticate.failed from the notification_opt_out list
    
    authenticate.failed in the list is not working as the correct
    notification is authenticate.failure (see [0]), this way we keep the
    default behaviour, and the users still have the ability to add their
    events to this list at deployment time.

Bug description:
  https://github.com/openstack/keystone/blob/fc9efc45b26d23a3b28ac0bc74da3f537dfda89b/keystone/conf/default.py#L124
  - keystone is expected not to send out notifications that
  authentication failed. However, there is a typo in the event name.
  Instead of identity.authenticate.failed, it should be
  identity.authenticate.failure.
