These two settings:

[ovn_nb_global]
fdb_removal_limit = 100
mac_binding_removal_limit = 100

never get set in the OVN_Northbound NB_Global.options. It looks like
when the patches were converted to use the new ovn_nb_global, that the
code that actually set the options got removed from the patches.
