Remove the import and usage of the eventlet library in the SR-IOV agent.

This agent doesn’t use ``oslo_service.launch``.

The only ``eventlet`` resource used in this agent is the RPC consumers. But that could be changed in https://github.com/openstack/neutron-lib/blob/90fa9948fd3b36d121ec5fa0b8004404f6d86b45/neutron_lib/rpc.py#L225 changing the default ``eventlet`` executor used (possible inputs: “eventlet” and “threading”).

This agent, with minimal effort, should be ready to be migrated to
``threading`` instead of ``eventlet``. Of course, the CI testing is
missing due to the HW limitations.
