Public bug reported:

When DPDK is used, qemu won't send RARP itself; instead, it will request
that virtio_net announces the guest. Virtio-net will announce using
GARPs or NAs (or both). OVN controller only expected RARP.

(Until OVN supports this type of activation, we may want to disable
activation-strategy=rarp for DPDK ports.)
