    [UT/FT] Reduce the vni_ranges in OVN unit tests
    
    The vni_ranges variable is reduced to [1..500] in the ML2/OVN mechanism
    driver related tests.
    
    This reduction doesn't affect the functionality testing and skips the
    error in SQLite older versions when passing too many arguments.

  [CentOS9] UTs/FTs are failing due to a SQLite error

Bug description:
  Since [1], the unit tests in the U/S CentOS9 CI job [2] are failing. The SQLite version used in these jobs is older than the version used in Ubuntu:
