The OVN provider for Octavia is a neutron project, so moving the
affected project from Octavia to Neutron.

Bug description:
  It looks like octavia OVN provider is affected by neutron OVN known
  issue  with DVR and VLAN networks.

  Tempest test
  octavia_tempest_plugin.tests.scenario.v2.test_traffic_ops.TrafficOperationsScenarioTest.test_source_ip_port_tcp_traffic
  is failing when DVR is enabled and tenant networks are vlan.
