  [DHCP] DHCP agent stuck if the network MTU=68

  Confirmed

Bug description:
  I only have this information about this deployment:
  * Caracal version
  * One network with one subnet, CIDR: 10.0.0.0/24
  * Network MTU=68.

  If the MTU is raised, the error no longer happens.
