Since the migration to WSGI, the Neutron server changed how the Neutron
API is spawned and the required services. The Neutron eventlet server
created one single (multi)process running all the needed Neutron
workers: API, RPC server, periodic, OVN maintenance. With WSGI, the
Neutron API process only hosts the API server. The other workers have
their own processes that need to be mentioned in the "Networking service
Installation Guide" [1].
