[Bug 691660] [NEW] Allow Extensions without PUBLIC_METHODS

 

Public bug reported:

Currently Extensions don't accept an empty PUBLIC_METHODS list.
Which makes no sense since some extensions don't expose any methods.
This should be taken out. I can no see where any public method is getting used in main.py
