[Bug 856911] [NEW] Validation queue should complain louder if no commit message

 

Public bug reported:

Right now, if you forget to put a commit message on the merge proposal
before Approving, the validation queue silently ignores the proposal. It
should probably raise an error and put the proposal back to "Needs
Review" the same as when voting requirements aren't met, etc.
