Public bug reported:

The data-formatting module currently marks util-jvm as REQUIRED, and
fails with a somewhat mysterious message if it is not there. We should
(a) make it build without util-jvm (albeit without including the xsl-fo
module), and (b) improve the error message to point to the util-jvm
module.
