What if the update involves the _javascript_ engine or fixes a bug with the cookie jar. Things are different after an update thus its impossible to completely restore the experience. Newer web application will maybe, probably already handle all the save state stuff, data in real time. The browser just has to get you back to the location. If the website can't cope with something simple like that the user will probably blame the website.

of course this is my ideal explanation.
