I fully agree with your proposal Stéphane.

Support for French CFONB via the account_bank_statement_import is 
already available in the French localisation for v8 :

I have been investigating some issues with the OFX format for start/end 
balance:
https://github.com/odoo/odoo/issues/3003
But, apart from that, the OFX import is working well and I see a lot of 
French banks that propose OFX files.

I am about to write a Paypal bank statement import (CSV format). That 
would be an additionnal module for the future branch 
OCA/bank-statement-import.
