If you install the platform SDK, I believe it installs the 64-bit
compiler. (Which is what TortoiseBzr is doing to support building its
64-bit dll using Express Edition.)
I would be happy to have this added to the build script in
bzr-windows-installers, but my first concern is whether you have to have
a 64-bit platform to start with. I assume you would need to have
installed 64-bit python, and I'm guessing you can't do that on a 32-bit
platform?
