[Bug 860647] [NEW] Lack of reporting historical working hours if user is inactivated

I believe this is a bug in the core of OpenERP.  I'm running 6.0.1 in
Rackspace on Linux Ubuntu 10.04 LTS.

The issue occurs when employees enter hours against projects in the
project's module.  It occurs when I as the project manager wish to track
historical hours an employee incurred on a project.

If that employee is somewhere down the line inactivated, I can no longer
see the hours generated by that employee in the Working Hours menu of
the Project Module.  This should not be the case.  Even if a user is
inactivated I should still be able to see their historical hours against
any project.
