I'm not opposed to that. The only argument against is that the module
tools are initramfs-utils (debian/ubuntu) specific.
If you want to do that, I'm OK with it. We'll still depend on cloud-utils
(for growpart). That is generally stand-alone and useful enough that I'd
like to keep it outside of cloud-init.
