Is per-boot network configuration possible?

Hi,

I'm trying to configure an Ubuntu Bionic image. Config-drive
configuration with OpenStack dialectic works as expected but I like to
reconfigure network on each boot. Is it possible in config-drive
version 2 and without metadata server to force network reconfiguration
in each boot?

cloud-init version is 18.04
