Thanks Alberto and Dermot for your reply. Re shadow, that is my main worry as well.I didn't want to touch cloud.cfg so not to mess future updates and was hoping for an easy way out, maybe a cfg.d file with:
- !set-passwordsThis is not for security btw, the module is misbehaving in certain situations (cloudstack + bsd guest) and needs taking over with custom scripting.

One downside of this approach worth to mention is that it shadows the original cloud_config_modules section in cloud.cfg and if that section gets modified in a new cloud-init version / cloud image then it is going to be ignored.
