The system that's being discussed here doesn't change anything.

A mirror can still be  a raw ATOM feed containing metadata. OData is an extension on the server side that allows REST operations--the raw feed is still the raw feed. Worst case scenario, the widest query is still the entire metadata ATOM feed. 

It's completely optional, and the intent is to provide a simplistic, standardized method for reducing the amount of data transferred.

Users won't know (and have no way in knowing) the difference.

I think it's important to support the broadest possible mirror infrastructure.  We underestimate how many naïve users we'll miss (me being one of them, potentially) if we limit adoption to higher-functioning mirrors.  I'd like to avoid web-specific services, if possible.

Think also of the amount of mirror infrastructure that already exists in the form of big, dumb file servers.  Regardless of whether or not they're running Windows, they won't want to mirror CoApp packages if that means setting up CoApp-specific web services.
