Thank you for reporting this bug.
Since when do you use Lucid? What did you use before?
Is this a single personal computer where you installed Lucid yourself or do you have some fancy network settings?
Did you just format your HD and install Ubuntu or did you already have another linux distro or ubuntu release installed before? Is your home directory new or did you keek a previous one?
Could you create a new user and test if you have the same problem with this new account? (System -> Administration -> Users and Groups)
Please, after giving this information and doing the test suggested by
