[Bug 971011] [NEW] Compiz disables unity plugin on graphical errors

Version: 1:0.9.7.2-0ubuntu4

Whenever there are graphical problems with Unity-3D, compiz disables the
Unity plugin.

The next time (after recovering from the crash), Unity-3D will crash
upon login, and unity-panel-service won't start because the plugin isn't
enabled.

Steps to reproduce:

1. Cause a graphical error (i.e. Open the desktop by mistake while doing a major package upgrade).
2. Log out, and log back into unity.
3. Find that Unity-3D won't start because unity-panel-service won't start due to the fact that the unity compiz plugin is disabled.
4. Log back out, and go into Unity-2D
5. Install and run ccsm, put a checkbox next to the unity plugin.
6. Log out, and log back into Unity-3D.

A good way to demonstrate #1 is to get Precise Beta 1, and start
upgrading to Beta 2. In the middle, open lightdm, and start logging in.
This will most likely produce some form of graphical error, as your
system is half-upgraded.

What should happen:
Compiz should NOT be disabling the unity plugin. If there are graphical problems, the user can log into Ubuntu2D by themselves.
