[Bug 985865] [NEW] fullscreen windows cover focused ones

Public bug reported:

The story: You have a fullscreen window (window A) before your eyes. The
window that was focused previously is also fullscreen (window B). You
press F11 (in Opera, Chromium, Firefox, Terminal or Evince; f in
SMplayer) and you see window B. The focus stays on window A - pressing
F11 again brings you back to the starting point, namely window A in
fullscreen.

In fullscreen Opera, pressing F2 (which opens a dialog allowing to enter
the address) or Ctrl-F12 (preferences dialog) also causes the unfocused
fullscreen window to cover the screen, while pressing Ctrl-P (print
dialog) doesn't, same as Ctrl-P (preferences dialog) in SMPlayer.

Happens in: 12.04 (haven't tried in earlier versions)
Currently installed version of compiz: 1:0.9.7.6-0ubuntu1

** Affects: compiz (Ubuntu)
     Importance: Undecided
         Status: New
