Steps to reproduce:

[SALES]
Create new Unit 100PCE = 1PCE * 100
Create Product "A" with a price of 1.0
Add Supplier "S" to product "A" with settings : 
- Minimal quantity 1.0
- UOM: 100PCE

[WAREHOUSE]
Create new Procurement Exceptions
Select product "A" and quantity 11.0 (and fill other mandatory fields)
Confirm and run procurement

[PURCHASE]
Go to Requests for Quotation and see that:

Scheduled Date 	Description 	Quantity 	Product UOM 	Unit Price 	Subtotal
12/28/2011 	[000000001] ProductA 	100.00 	100PCE 	1100.00 	110000.00 

In 6.0.3 the result is:
Scheduled Date 	Description 	Quantity 	Product UOM 	Unit Price 	Subtotal
12/28/2011 	[000000001] ProductA 	100.00 	PCE 	11.00 	1100.00 


NB: if Minimal quantity is set to 0 then the result is:
Scheduled Date 	Description 	Quantity 	Product UOM 	Unit Price 	Subtotal
12/28/2011 	[000000001] ProductA 	11.00 	100PCE 	1100.00 	12100.00
