New update: 
Now the dialog takes about 45s to appear. I did not manually upgrade my system, and I haven't rebooted since my last update. The only difference, AFAICT, is that the system is up for more than a day, and I have been connected at times to a VPN that makes more printers available. It looks like the time the dialog takes to appear is 4-5s per available printer... Below is what appears in syslog. The messages that appeared only once in what I pasted yesterday now appear as many times as I have printers (14).

I also just noticed that while I am waiting for the print dialog to
appear, I cannot launch any app, be it using a keyboard shortcut such as
ctrl+alt+t (for Terminal), or using the dock, or using the applications
browser. Once the print dialog appears, all the apps I attempted to
launch during that time open at once.

Title:
  Print dialog in Gnome Papers takes 30 seconds to appear

Bug description:
  In 25.04 and now in 25.10 beta, the print dialog in Papers takes about 30 seconds to appear after pressing Ctrl+P. During this time, it is also not possible to quit the app: a dialog appears proposing to "Close after printing", "Cancel" or "Abort Print and Close"; choosing "Abort Print and Close" does not close the app.
  On the same machine, the print dialog in Evince works fine, opening the same PDF file. The print dialog appears immediately upon pressing Ctrl+P.
  Here is the output of Papers when running it from a terminal:
