[Bug 834912] [NEW] network-manager wipes /etc/resolv.conf even when not managing any interfaces

I have network manager configured to not manage any interfaces, yet it
wipes out /etc/resolv.conf anyway.

Current work-around: sudo chattr +i /etc/resolv.conf
