[Bug 1458212] [NEW] Language layout of password input after screen is locked cannot be changed
Public bug reported:
When my session is locked (after not using the computer for a while),
the language layout of the keyboard input cannot be changed to English,
so I cannot log back in using the lock screen. I have to click "Switch
user", and there I can type my password in English to log back in. And
after I log back in, the language layout switching doesn't work: it
stays on English no matter what.
