[Bug 1468110] [NEW] when prompted to restart to finish installing updates and select settings implies driver changes when I didn't change any drivers.

 

Public bug reported:

When prompted to restart your computer to finish installing updates
click settings than additional drivers I get a string  "You need to
restart the computer to apply the driver changes " but I have not
changed to any proprietary drivers So why is it telling me about driver
changes when I have not changed any.
