[Bug 863425] [NEW] Choosing system-settings from indicator menu does not bring existing window to foreground

Testing with Oneiric 11.10 I have found that if I have the system-
settings window already open then clicking the indicator menu item
'System-Settings...' does not bring the existing window to the
foreground.
It does work as expected if you simply open system-settings and then
change focus to another open window but if you open any of the options
then it stops working.
