[Bug 868346] [NEW] Wrong initial value in language selector

Public bug reported:

If you enable the language selector in lightdm-gtk-greeter, the initial
value is incorrectly based on the LANG environment variable instead of
the current language. It means that if the LANG locale differs from the
locale that represents the language, you need to explicitly set your
desired language at each login.

** Affects: lightdm (Ubuntu)
     Importance: Undecided
         Status: New
