[Bug 870015] [NEW] suspend on idle should not be enabled by default on upgrades

Public bug reported:

I upgraded from 11.04 to 11.10. On upgrade suspend on idle was turned on
by default. I was not told about the change in behavior and this
resulted in remote backups not working (since the computer was down). At
the very least this should be documented so the user knows. Ideally,
upgrades should preserve the behavior the previously configured
behavior.

** Affects: gnome-settings-daemon (Ubuntu)
     Importance: Undecided
         Status: New
