[Bug 915283] [NEW] "Show Menubar" item does nothing with global menu bar

gimp 2.6.11-2ubuntu4, Ubuntu 11.10

1. Launch Gimp.
2. From the "View" menu, uncheck "Show Menubar".

What happens: Nothing.

What should happen: When the global menu bar is in use, the "View" >
"Show Menubar" item should not be present, because it can't do anything
useful.

(Bug 787465 is the equivalent in gnome-terminal, and bug 912679 is the
equivalent in XChat.)
