[Bug 1398592] [NEW] After installing and uninstalling polari empathy attempts to connect to IRC

Public bug reported:

After installing polari and then uninstaling with --purge empathy now
attempts to connect to IRC whenever it is started. There are no IRC
accounts in Online Accounts or anywhere else that I am aware of. This
manifests as a message from 'nickServe' saying:

"This nickname is registered. Please choose a different nickname, or
identify via /msg NickServ identify <password>."

Presumably it is trying to connect with my username but does not have
the password.
