We already have Organisation Units set up in our instances of DHIS. We have
added an attribute to Org Units. We want to populate that attribute with
external data in a bulk fashion. Is there a way to do that via a Data
Import from the front end or is it something we'd need to do via the
backend? (The bulk update will be a one-time occurrence.)
