The easiest way is simply to create an "ar_EG" locale. If the translations
do not exist in "ar_EG", it will fall back to "ar" and if they do not exist
there , it will fall back to English. So, if all that needs to be done in
this case, is to translate the month names, then it should be pretty
straightforward.
